Answer
A Welfare State is one where the government takes primary responsibility for the economic and social well-being of its citizens through healthcare, education, social security and equitable distribution of resources.
A Welfare State is a concept of governance in which the state plays a key role in protecting and promoting the economic and social well-being of its citizens, based on principles of equal opportunity, equitable distribution of wealth, and public responsibility for those unable to avail themselves of the minimal provisions for a good life. India is envisioned as a welfare state through its Directive Principles of State Policy (Part IV), which direct the state to secure a social order for the promotion of welfare of the people via healthcare, education, employment and social security.
