Answer

A flicker meter is an instrument used to measure voltage flicker, i.e., rapid, repetitive variations in RMS voltage magnitude that cause perceptible fluctuation in lamp luminosity and visual annoyance to the human eye.

It is standardized under IEC 61000-4-15 and outputs short-term (Pst, over 10 minutes) and long-term (Plt, over 2 hours) flicker severity indices. Flicker is typically caused by arc furnaces, welding machines, and rapidly varying industrial loads.
