Answer

Water molecules exhibit electronic polarization, ionic (atomic/vibrational) polarization, and — because H₂O has a permanent dipole moment — orientational (dipolar) polarization.

In water (H₂O), all three principal polarization mechanisms are present: electronic polarization (displacement of each atom's electron cloud relative to its nucleus, present in all materials); ionic/atomic polarization (relative displacement of the charged atoms within the bent O-H bond structure under the field, altering bond angles/lengths); and orientational (dipolar/molecular) polarization — the dominant contribution — because the bent H₂O molecule possesses a large permanent dipole moment which the applied field aligns against thermal agitation. This strong orientational contribution is why water's static relative permittivity is exceptionally high (εr ≈ 80).
