What is community-based disaster management?

Answer

Community-Based Disaster Management (CBDM) mathematically empowers the local grassroots population, providing them with the training and resources to act as the absolute first responders before state help arrives.

In the first 48 hours of a catastrophe, central government response is often mathematically impossible due to destroyed roads. CBDM ensures that local citizens are violently trained in triage, search and rescue, and resource rationing to survive the critical gap.
